The Capture Manager is responsible for producing high-quality documentation that contributes to the overall success of the company including the development of high-quality Government proposals. This role supports the development of the technical segment of the proposal as well as the coordination of all other proposal components including the cost and management volumes and the requirements matrices. Will be responsible for identifying, developing and managing new and existing partner and client relationships, as well as leading future business development activities, targeting Defense and Civilian agencies across the Federal space.  Activities include business opportunity identification, opportunity qualification, and business capture strategy development to include tactical business capture planning and execution. 

This person will provide leadership and execution of effective capture plans using standard tools and processes - with emphasis on win strategies - themes, value propositions, teaming, etc.  Ultimately, the Capture Manager is responsible for directing and managing key pursuits with values of at least $1 million, assuming primary ownership and accountability for the proposed solution maturation through the capture management process to include teaming and price to win strategies for compliant and compelling offers.

  • Develop strategies for teaming, solution (technical, management, and cost) development, proposal staffing/development, etc.
  • Active participant in the proposal management process ensuring the proposal successfully represents win strategies and capture content.
  • Lead the development, implementation, and successful execution of these winning capture strategies.
  • Maintain opportunity qualification and report status to management.
  • Improve/maintain capture win rate, through continuous improvement of capture best practices execution.
  • Collect and accurately/objectively present the opportunity/pursuit business case at management reviews to facilitate good business decisions by management.
  • Fully accountable for all the activities related to the assigned capture opportunity as it transitions from business development through proposal development.
  • Active participant in the proposal management process ensuring the proposal successfully represents win strategies and capture content.
  • Collaborates effectively with internal teams and external partners to sustain operational excellence, resolve conflicts, and achieve customer satisfaction
  • Manages assigned pipeline (portfolio of opportunities) as the opportunity owner

Job Requirements


  • BS/BA Degree
  • Minimum of 5+ years of successful business development and or capture management experience, demonstrating ability to support RFP’s, identify, qualify, and win new business opportunities
  • A strong understanding of DOD and contracts including operations, strategy development, overall business development, and proven ability to close and win business.
  • Experience in new business development, including proposal preparation, preferably in a public sector environment.
  • Ability to deliver and willingness to provide effective coaching, mentoring, and training on the way to and inside of the proposal room
  • Outstanding written and verbal communication skills are an absolute requirement.
  • Must have strong organization, presentation, and problem solving skills.
  • Must have excellent time management and organizational skills; project management experience is preferred. Must have the ability to work under tight deadlines and work extended hours when necessary.
